It means: "I'm wearing a leather collar."
It means she was wearing a lace collar that was white, and her face was as white as the collar. Not literally, but it is being compared to it.
It might mean that the collar is too tight. A collar should allow you to place two fingers inside of it, while the dog is wearing it. It's also possible you're using the wrong type of collar. Rolled leather collars are durable and less likely to cause hair loss or parting. Agree with above but also fleece dog collars provide the same benefits as rolled leather dog collars, especially if they have no external adjusters. Fleece dog collars additionally are great for dogs who suffer irritation with other types of collar.
Check under it. You may find a hickey that you didn't give her.

It means your neck is wet. Perhaps you mean hot under the collar, which means angry.
