15miles an hour
It depends if you want a street bike or an offroad bike. There is no age limit for riding offroad, but to ride on the street, you must be at least sixteen.
13.5 miles at 18mph from house to school

The Baja Doodlebug mini bike has been discontinued. However, you can still get reconditioned ones (as of 8-10-12) at suggested link below.See related link below!

I think that the best pocket bike for a beginner might be the baja doodlebug. It goes a good speed for a beginner and it can also help teach them about engines and upkeep of a bike. Baja is a very good brand too.
A lot of bikes can go offroad. It is your decision rather or not to take your bike offroad. You need to consider how good of shocks it has, and how large tires it has. You also might think about how willing you are to replace it if you crash, and how good of life insurance you have in case you get hurt. Consider wearing safety gear, too. Also, don't take my word for it. If you still have your owner's manual, check it to see if it says anything about off road riding.
