If the rest of the cluster is functioning properly, the cluster has failed.
The vehicle speed sensor is not an independent sensor. The transmission computer uses its output speed sensor to calculate vehicle speed. That signal is sent to the cluster for the speedometer. The ABS also measures wheel speed and it is compared to the transmission reading.
There are numerous sensor that feed information to the cluster. With out knowing what the problem is there isn't a better answer.
I had the same issue. In the instrument cluster there are 3 boards. The smallest board with the odometer and transmission status displays also has the 4 lights for the back lighting. This board is plugged into the main board and can easily be changed. Theses lights short out and cannot be changed out individually, the only thing you can do is replace this board.

I was just quoted $1,440 from a Chrysler dealer to fix the cluster. They also said they would need the car for at least 1 week. NOT GOOD
