The words DO sound similar in meaning, however: "Released" indicates that the inmate was let out on some kind of parole, his sentence is still unfulfilled, and he is still technically subject to the custody and control of the court or prison system until the expiration or completion of that parole, at which time the inmate is free and clear. "Discharged" implies that the inmate was let out after completely serving his term of imprisonment, satisfied his entire sentence, and is discharged from the custody and control fo the court and/or prison system.
