Florida is a winner-take-all state, as are D.C. and every other state except Maine and Nebraska. That means that whichever candidate gets the most popular votes in the state gets 100% of that state's electoral votes.

In the U. S. Presidential Election of 2008, all 27 of Florida's votes went to Barack Obama.
