What people? The only names mentioned in the verses in question (in Genesis ch.4) are Cain's descendants. Aside from them and Cain's parents and siblings, no one else is mentioned.
As for Cain's wife, he had no choice but to take a sister to wife. (The fact that Cain had siblings including sisters is mentioned in Genesis 5:4.)
Genesis 4:14-16: "Behold, thou hast driven me out this day from the face of the earth; and from thy face shall I be hid; and I shall be a fugitive and a vagabond in the earth; and it shall come to pass, that every one that findeth me shall slay me. And the LORD said unto him, Therefore whosoever slayeth Cain, vengeance shall be taken on him sevenfold. And the LORD set a mark upon Cain, lest any finding him should kill him. And Cain went out from the presence of the LORD, and dwelt in the land of Nod, on the east of Eden."
This passage shows Cain to be afraid of others who could have knwon what he did but did not know that God had already passed judgement on him. God understood this risk and so put a mark on Cain so that all would know not to harm him. The reference to 'land of Nod' suggests that this land had already been named by its inhabitants. Whoever these people were that Cain feared, they could not have been his siblings. Where they came from is not stated, but this confirms the story as an allegory rather than a historical account.
