Hayes indicated willingness to withdraw the few remaining Federal troops from the South - something he would soon have had to do anyway as the Democratic Houise of Representatives was refusing to vote money for them. In return, enough Democratic Congressmen agreed to vote with the Republicans to allow the counting of electoral votes (including those of the disputed Southern States which an Electoral Commission had awarded to Hayes) to be counted, and so enable Hayes to become President.
