How does the Stafford Act apply to the response to the Deep Horizon oil spill?
The Stafford Act does not apply to the Deepwater Horizon oil spill. The Stafford Act is meant to help states that have exhausted all local, county, and states resources to recover from a disaster. It would be unfair of the U.S. federal government to make Texas, Louisiana, Alabama, Mississippi, and Florida show they have exhausted all of their resources to combat the spill. Instead, the Deepwater Horizon oil spill has been given a special classifications of SONS (Spill Of National Significance). By doing so, this has opened up federal dollars to hep with the disaster.
What could they have done to avoid the BP oil spill deepwater horizon?
This is not an easy question. Drilling wells in deepwater requires doing everything just right, and then making the right decisions if things go wrong. For the Deepwater Horizon, a foamed cement was used to cement in the last sting of production tubing. There was inadequate testing of this cement. There was a test done just before the well blew out, that was showed the well was not completely sealed. The decision to continue to displace the drilling mud with sea water without completely knowing that the well was sealed up, allowed the oil to enter the well. It has also been shown that many last minute changes were made in the procedures to be carried out in the last few days before the accident. These changes results in many activities going on at the same time on the last day, and hindered the ability of supervisors to monitor the changes in the well. So, it wasn't just a single mistake, but a rather complicated series of events, or a combination of errors in design, equipment and human judgment that lead to the blow out. The National Commission on the Deepwater Horizon accident came to a number of conclusions on the changes to reduce the risks of oil spills. There report can be found on the internet, by searching under national commission on the deepwater horiaon accident. They felt the oil industry needed more supervision and regulation (oversight) to reduce the risk of deepwater drilling oil spills. A final report should be out by July 27. This is not the National Commission, but the Joint Investigation team, involving the US Coast Guard and the Minerals Management Service (MMS). The MMS has now changed its name. They will provide more information on the failure of the blow out preventer, which is supposed to allows shut in the well even if a number of mistakes are made in the cementing ang testing.

First you get a piece of cardboard that is big enough to fit the circumference of the tire. Get your tire ready and place it on the card board. This is to prevent the cement from drying on the concrete or where ever you are doing this project. Then, get quick-dri cement (the just add water kind) from your local hardware store and a 5 gallon bucket to mix the cement in or whatever you can find, or you could mix the cement on the ground if you know what you are doing. You must move quickly though. After the cement is mixed pour it into the tire up to the inside rim. Don't overfill it. Make sure the whole tire is filled up on the inside. Then place the pole in the center of the cement. You will have to find someway to keep the pole in place while the cement sets. I would recommend at least 12- 24 hours. There you have it.
