Within certain limits you get to express your interests. The prime directive of personnel is that "The needs of the Navy come first." Which means that if they need 3,000 radio operators and you show an aptitude, you will be assigned as a radio operator.
However, you may request an MOS change at a later time which may or may not be granted. If your recruiter promised a particular job, be sure that you have the assignment in writing BEFORE you sign up. Once you sign on that dotted line, your body belongs to the Navy and your personal wishes might or might not be considered.
The Navy is a good career and I loved it. But be aware before you sign anything that you have volunteered to be a fighting (wo)man and that is the Navy's first priority, to man the fleet. Ask questions, be informed and sign up with your eyes open.
