In early January 1787 he sent to a printer in London titled A Defence of the Constitutions of Government of the United States of America. It was more of a pamphlet than a book. Copies were sent to the United States and to Jefferson in Paris. His pamplet was a case for checks and balances in government. He wrote "The people of America now had the best opportunity and greatest trust in their hands."
