In January 1957, there was a significant fear of and feeling threatened by the Soviet Union (Russia). The US was already in a Cold War with them--meaning no active battle, just words and threats. Eisenhower proposed a doctrine that any country who needed help defending themselves against the Soviet Union or any stronger country could ask the US for help. Eisenhower then sent troops to Lebanon to put down a revolt against its pro-American government.
