Charlemagne 's rule did not attempt to re-establish order after the fall of Rome. For a start, his reign as the king of the Franks started 392 years after the date given for the fall of the western part of the Roman Empire and his reign as emperor started 324 years after this. Moreover, Western Europe was not very unstable at that time. Like his father, Pepin the Short, Charlemagne's goal was to consolidate the kingdom of the Franks. He also had the chance of expanding it. His first act as king was to suppress a rebellion in Aquitaine (in southeastern France). He then defeated the Lombards in Italy. Pope Adrian I demanded the return of some cities in central Italy which Charlemagne's father had given to the papacy. The Lombard king refused to give them up and this led to war. Charlemagne won , took over the kingdom of the Lombards and became the king of the Lombards as well. The pope, as a reward, crowned him emperor. Charlemagne also tried to submit the Lombard duchy of Benevento (in southern Italy) to his vassalage, but did not succeed. He then suppressed another revolt in Aquitaine and conquered the southern side of the Pyrenees in Spain as a buffer against the Moors. Further expansion came with the Saxon Wars, where Charlemagne conquered northern Germany. Finally, he annexed the Duchy of Bavaria, which was previously a vassal duchy. Charlemagne also defended his empire in western Europe from attacks from eastern Europe by the Avars and the Slavs.

How was Charlemagne important to restoring order in Rome?

Charlemagne was important in many ways, restoring order to western Europe, and many of these were reflected in Rome, as they were in the rest of the area. He reformed the currency, creating stable coinage that was used through much of the West. He united various kingdoms into a new empire, which we call the Carolingian. He was responsible for unifying the Latin language, which had already diverged into several dialects; the unified Latin was used by the Church and in courts and schools for centuries. He founded schools and raised standards of literacy. All these things had their effects on social order. In Rome specifically, when the Roman nobility took offense at Pope Leo III because the pope was of very humble origin, Charlemagne sent troops into the city and the surrounding territory, to protect the pope and Church officers, and settled a very disturbing situation. It was shortly after this that Pope Leo III crowned Charlemagne as Emperor of the Romans.

How Charlemagne becomes emperor?

"...In 768, when Charlemagne was 26, he and his brother Carloman inherited the kingdom of the Franks. In 771 Carloman died, and Charlemagne became sole ruler of the kingdom. At that time the northern half of Europe was still pagan and lawless. In the south, the Roman Catholic church was striving to assert its power against the Lombard kingdom in Italy. In Charlemagne's own realm, the Franks were falling back into barbarian ways, neglecting their education and religion.Charlemagne was determined to strengthen his realm and to bring order to Europe. In 772 he launched a 30-year campaign that conquered and Christianized the powerful pagan Saxons in the north. He subdued the Avars, a huge Tatar tribe on the Danube. He compelled the rebellious Bavarian dukes to submit to him. When possible he preferred to settle matters peacefully, however. For example, Charlemagne offered to pay the Lombard king Desiderius for return of lands to the pope, but, when Desiderius refused, Charlemagne seized his kingdom in 773 to 774 and restored the Papal States..."His ability to establish a government across the realms of Europe that were easily conquerable, was lead by many campaigns and conquests. His family was also of respectful noble blood, increasing his like-ability to the people under him.
