The 18th Amendment was passed by the House of Representatives on December 18, 1917; and ratified on January 16, 1919.
It went into effect on January 17, 1920
(It was repealed by the 21st Amendment on December 5th 1933.)

Presidents play no legal role in the amendment process. Woodrow Wilson was the President when the 18th amendment (aka Prohibition) was ratified and took effect. It was a campaign issue in 1920 and the winner, Harding, came out for it, even though he served liquor in the White House.
