There are tow times Bismillah in surah Naml because of Hazrat SULIMAN Writes letter to Bilkees when she was Queen of Saba at that time, and letter begins with Bismillah.So there is two times Bismillah in Surah Naml.
Surah Naml
"Bismi'llahi'r-Rahmani'r-Rahim" is the sacred formula placed before every surih of the Qur'án except the ninth. There is no surih beginning with two of them.
Quran has 114 Surah & each one starts with the bamalah except one surah which is Al-Tawbah (The Repentance). A special case is in surat Al-Naml (The Ant) where there is two basmalah. Accordingly, Quran still has 114 basmalah.

Surah Naml
All of the verses of Surah Baqarah have special importances. E.g., importance of the last two verses of Surah al-Baqarah; 1. It was revealed to prophet Muhammad pbuh at the night of Mi'raj. 2. Prophet Muhammad pbuh says that; "If one reads the last two verses of surah al-Baqarah before s/he sleeps, this is enough for her/him." 3. ... ...... etc. etc.

These two "Surahs" were actually two supplications that were written in the Qur'an of Ubay b. Ka'b. Later when people found his Qur'an they mistakenly assumed that they were part of the Qur'an, when in fact they are not. If you look at the "Surahs" you will see that they are quite clearly duas (supplications).
