There are many types of government that concentrate power centrally. The most extreme example is probably totalitarian Dictatorship. In this system, one leader controls (or at least attempts to control) all aspects of political, social and economic activities. Very few (if any) government functions, religions, industries, etc. are allowed to operate on their own. The leader is always in control for an indefinite period of time. Think Fidel Castro or Saddam Hussein.

Other examples would include communist nations/unions (i.e. the former Soviet Union) and fascist regimes like the Nazis where a very small group of people or a political party essentially controls everything. Economic activity would be centrally planned and directed and is generally highly inefficient.
