The premise underlying this question is incorrect. The Iraq War ended on December 16, 2011. The reason that the US stayed in Iraq until that point was in an attempt to stabilize the country. The United States should have continued to stay as the country was not completely pacified, but such an act was politically untenable.

Yes Because The U.S. already said they would stay and help in Iraq, We dont want to be accused of "bailing" out again, There may still be WMD's Hidden somwhere in Iraq, And terrorist groups may be waiting exactly for that... Either way Obama said he would bring the US toops back home as soon as he became president(or at least i think he said that)
