yes there is. It's called the Summoner of Illusions. A Spellcaster LV3 Light monster with
ATK: 800 DEF: 900
Text: FLIP: Tribute 1 monster on your side of the field (excluding this monster). Special Summon 1 Fusion Monster Card from your Fusion Deck. The Fusion Monster is destroyed at the end of the turn this effect is activated.
Also you can use Metamorphosis but you must tribute 1 monster with the same Level as the Tributed monster.

∙ 13y agoIf you want to summon a Fusion Monster, you need to actually have it in your Extra Deck. You can't just use Polymerization with three Blue Eyes White Dragon unless you've actually got a Blue-Eyes Ultimate Dragon in your Extra Deck.

∙ 14y agoNo, some cards like Cyber Stein 'just' Special Summon them, this is not a 'Fusion Summon'. There are a few implications of this, it means it can't summon Dark Paladin, because he can't be special summoned except by Fusion Summon. Also it means the monsters is summons are not summoned 'properly' - if they are destroyed, they can't be resummoned by Call of the Haunted, for example.
But to be clear, a card that 'special summons from the extra deck', will specifically say it can do this. You could not special summon Thousand Eyes Restrict from your extra deck using a Mystic Tomato, for example.

∙ 13y agoOnly if you've got an effect that specifically lets you do it. 'Fusion Substitute' monsters like King of the Swamp, can be used in place of the listed monsters. 'Instant Fusion' is a card that special summons a Lv5 or less Fusion Monster from the extra deck, it does count as a Fusion Summon but no components are needed.

no, special summons are NOT the same as normal summons. special summons require a special card or effect to happen, cards such as monster reborn or return from the different dimension. normal summons are just when you directly play a monster from your hand without any other additional card effects

A flip effect only works if you flip summon a monster, or if your opponent attacks your face down monster (granted they don't have an effect that negates the activation of a flip effect monster or destroys it without flipping, like Drillroid) Most special summons require the monster to be face up, therefore not letting the flip effect to have a change to activate.

No. Monsters can special summon themselves in two ways, there are monsters that special summon themselves without using the chain, such as Cyber Dragon, and Dark Armed Dragon, but also Synchro Summons. Then there are those that are special summoned by the resolution of an activated effect. To negate the former, you wait until the new monster is placed on the field. Summon negation cards like Solemn Judgment, can then be used on it. To stop the summon in this latter case, you have to negate the activated effect - once it resolves, the summon is successful and can't be stopped. DD Scout Plane summons itself on resolution of its Triggered effect. Solemn Judgment cannot negate activated monster effects, so cannot be chained to this activation. Once the effect resolves, DD Scout Plane is considered to be successfully special summoned, so can't be negated. If the monster is being summoned by an activated Trap or Spell card, Solemn Judgment can be chained to these. But it cannot stop a summon from an activated monster effect, which is why Solemn Warning became so heavily used, because it can negate such monster effects.
