yes there is. It's called the Summoner of Illusions. A Spellcaster LV3 Light monster with
ATK: 800 DEF: 900

Text: FLIP: Tribute 1 monster on your side of the field (excluding this monster). Special Summon 1 Fusion Monster Card from your Fusion Deck. The Fusion Monster is destroyed at the end of the turn this effect is activated.

Also you can use Metamorphosis but you must tribute 1 monster with the same Level as the Tributed monster.

If you want to summon a Fusion Monster, you need to actually have it in your Extra Deck. You can't just use Polymerization with three Blue Eyes White Dragon unless you've actually got a Blue-Eyes Ultimate Dragon in your Extra Deck.

No, some cards like Cyber Stein 'just' Special Summon them, this is not a 'Fusion Summon'. There are a few implications of this, it means it can't summon Dark Paladin, because he can't be special summoned except by Fusion Summon. Also it means the monsters is summons are not summoned 'properly' - if they are destroyed, they can't be resummoned by Call of the Haunted, for example.

But to be clear, a card that 'special summons from the extra deck', will specifically say it can do this. You could not special summon Thousand Eyes Restrict from your extra deck using a Mystic Tomato, for example.

Only if you've got an effect that specifically lets you do it. 'Fusion Substitute' monsters like King of the Swamp, can be used in place of the listed monsters. 'Instant Fusion' is a card that special summons a Lv5 or less Fusion Monster from the extra deck, it does count as a Fusion Summon but no components are needed.

DD Scout Plane summons itself on resolution of its Triggered effect. Solemn Judgment cannot negate activated monster effects, so cannot be chained to this activation. Once the effect resolves, DD Scout Plane is considered to be successfully special summoned, so can't be negated. If the monster is being summoned by an activated Trap or Spell card, Solemn Judgment can be chained to these. But it cannot stop a summon from an activated monster effect, which is why Solemn Warning became so heavily used, because it can negate such monster effects.
