What is meant by blocking a vandal?
Vandalizing a question usually infers someone who doesn't care about the website making the question useless. If someone asked "How do I water a plant" and the answer was a long manual on how to, a vandal would mix the letters up, shorten the answer, or even just delete the answer all together. There are many things people do to vandalize questions/answers, but it's usually taken care of.Blocking a vandal only Supervisors can do. If a troll (another word for vandal; usually making someone mad) or vandal, or spammer (someone who puts nonsense on questions and/or gives out spam links) is caught doing something bad around the site, the supervisor would "block" a vandal for a temporary amount of time.
Why do you have to be a Supervisor to join Vandal Patrol?
You have to be a supervisor to join the Vandal Patrol because regular contributors cannot warn or expunge vandals - they can only report them. Since regular contributors do not have the power to warn a user for inappropriate behavior on WikiAnswers, only Supervisors can join the Vandal Patrol.
What happens to questions that are not inappropriate but clearly spam or childish?
Questions that breach the Community Guidelines and/or the Terms of Use are either merged into a Catch-All Question (if there is a significant chance they will be asked again) or deleted from site. If you see such a question, you are encouraged to report it to the Vandal Patrol via the red "Report Abuse" link at the top-right hand corner of any question.

Inapropriate answers are given by users who just want to mess up the site and ruin WikiAnswer's reputation. That is why Vandal Patrol and Supervisors are always on the look out to eliminate these vandals, or "perpetrators". It's just because users think it is fun to write down inappropriate content, and Supervisors and Vandal Patrol Units are always on the look out. Since WikiAnswers is a wiki, where anyone can have imput, people think it is funny to mess up answers, when it is not.
