A video card is needed for graphical purposes. Most motherboards have cards built into the circuitry.
If you can run your operating system, and see it, then you don't 'NEED' a video card. You do not require a graphics card in order to run an internet browser. That is unless the website you are trying to visit requires one, such as gametap.com.

A video card is hardware, and as such cannot be downloaded because it is a physical thing. Perhaps you meant to ask about video card drivers, which certainly are available for download.

DirectX doesnt have nearly as much to do with this as your video card. Pixel shader technology is hard-coded into your video card and its drivers. No matter what version of directX you are running, if your video card doesnt have pixel shader, your system will not be able to run any games requiring it.
