The interval pause is part of the switch and the whole switch will need to be repalced. Take of the steering column trim shrouds and you'll be able to see how to do the rest.
Since the governor cannot be bought. I have reverse engineered the box and have discovered how it can be repaired. If anyone needs this additional information, or want me to repair it, I would be glad to do so.

Replace the locking tab on top of the wiper
Remove the windshield wiper arm from the windshield wiper motor. Remove the wiring harness. Remove the retaining nut. Reverse the process to install the new windshield wiper motor.
The windshield wiper control module is usually in the fuse box located in the engine compartment of most automobiles. Sometimes the windshield wiper control module is located on the firewall next to the windshield wiper motor.
