It depends on many factors. How hard were those miles put on? How often was the oil changed, air filter , ect. If the bike was used for any type of racing, i.e. weekend trips to the drag strip? Its not that many miles if it was properly maintained. If they were 19k hard miles then I'd take a lot closer look at things before I dropped the cash. They run very good for a very long time, the problem is young kids that should be on a bicycle buy them and usually wipe them out before 10k miles. that's why you don't see alot of them around with more than that.

You have to take the seat off pop the front tops of the back two farings and unbolt the gas tank. Remove the gas tank after turning fuel valve to off and it is in the black box in front of the battery
