from my knowledge of fishkeeping i believe you should go with about 70 on the thermometer not 70 degrees, 70 degrees Fahrenheit. if you were to do 70 degrees the fish would automatically die because the human skin average heat is 35 degrees so can you imagine how harsh that woyld be on the fish skin because the fish sking isn't half as tough as the humans. other information: ONLY PUT A HEATER IN TROPICAL FISH TANKS. COLDWATER FISH DONT NEED IT.
No they can not the have to stay in a tank that is at least 70 to 80 degrees all the time. It is the same way with pretty much any tropical fish.
maybe if you have a warm house. but if you plan on breeding Betta fish in under 70 degree water, let alone housing them, your betta fish will probably die.

I have three in a tank at 24degrees with neons, black neons, glow lights, cat fish and loaches and they are fine at this temp. do not put tropical fish in a cold water environment but do instead do some research into the temperatures that the fish like. the fish i have with mine are all suitable for this temperature and are doing much better that when they was at 26 degrees I hope you guys are talking about 24 and 26 degrees Celsius. I own 3 fancies with a rubber lip pleco, some ghost shrimp, a mystery snail, and about 4 or 5 ottos. As long as the tank is big enough and the temp is just right, it should work out.
