If your map is printed in central Australia, with south upward, then 49 of the states in the USA are entirely above the 60 N parallel, and part of the 50th is too. If your map has north upward, then only one state ... Alaska ... has part of its territory, but not all, above the 60th parallel north, and no other state has any at all.

If you bought your map in North America or Europe, then it's printed with north at the top. In that case, no states are completely above 60 degrees north, and only part of Alaska is.
The states that are on or above the 60 degree N line of latitude are Alaska and parts of northern Maine.
