That's going to depend on which way your map is drawn.
If your map is printed in central Australia, with south upward, then 49 of the states
in the USA are entirely above the 60 N parallel, and part of the 50th is too.
If your map has north upward, then only one state ... Alaska ... has part of its territory,
but not all, above the 60th parallel north, and no other state has any at all.
If you bought your world-map in Australia and it has south at the top, then
49 of the 50 states in the USA are completely above the 60-North line, and
the 50th state (Alaska) is mostly below it but not completely.
If your map has north at the top and south at the bottom, then Alaska is the
only state that has any territory above the 60-North line. The rest of Alaska,
and all the other 49 states, are below it.

If you're referring to the 50 states of the USA, then every one of them is totally and completely north of 6 degrees north latitude.
The only US state north of the 60 degree line is Alaska. The contiguous 48-states are below 50 degree line. The other US territories; e.g., Guam, American Samoa, US Virgin Islands, etc. are all south of the 50 degree line of latitude.
Utah's state capital is further north because the 40 degree north line of latitude goes through both states and the capital of Illinois is below the line of latitude and Utah's is above it.
