Not it isn't. Almost 90% of Algerians are Berbers in origins, not Arab. Algerians speak many languages like Arabic (due to Arab conquest) and French (due to French colonialism) but their indigenous language is Berber.

Algeria is a North African country. If the Middle East is treated strictly as a geographic region, the North African countries (including Algeria) are not part of the Middle East. However, since North Africa is culturally similar to the Middle East (much moreso than its similarities to Sub-Saharan Africa) many people include North Africa (including Algeria) in the cultural region of the Middle East.
