Neither. Buddhism does not depend on the existence of a God who created the universe. Instead Buddhism chooses to focus upon practical ways of life that can lead to a blissful state of being (enlightenment). However, at the same time, Buddha did not rule out the existence of a God or gods altogether. With the growth and spread of Buddhism, local deities and religious practices were included in it. Today, Tibetan Buddhist cosmology talks about a large number of 'Divine Beings', believed to be representative of the psychic life. One of the six realms of the Tibetan cosmology is the realm of Gods, who must take birth on earth as humans to attain enlightenment. Essentially though Buddha was simply a teacher and an agnostic. Neither. A Buddha is not a deity.
Answer:
With regard to the existence of deities, it is not a concern to Buddhism. The path to enlightenment is travelled by personal effort not the intervention of supernatural beings.
Buddhism is a non-theistic organization
Neither.

Buddhism, purely speaking, makes no claims, for or against the existence of anything supernatural. The proper term is "non-theistic", because it does not make any claims, reject any claims, and has no interest in any claims about gods. This is different from Atheism, which has an interest in supernatural claims and actively rejects claims.
However, almost nobody follows "pure Buddhism" or exclusively follows "pure Buddhism". Most forms of Buddhism-in-practice have grafted the gods or divinities of another religion into it. Tibetan Buddhism, also called Vajrayana Buddhism, has a number of Hindu-derived spirits and divinities that play dominant roles in their cosmology. Theravada Buddhism, dominant in Southeast Asia, has done similarly. In China, Vietnam, and Korea (to a lesser extent), most Buddhists are also Daoists, Shenists, or Ancestor Worshipers and believe in the supernatural concepts associated with those religions. In the case of Buddhist/Shenists, these are other gods and divinities. In the case of Buddhist Ancestor Worshipers, these are the souls of the dead who are believed to have mystical powers and abilities to affect the fortunes of the living, but do not have the extent or range of powers to be true gods. In the case of Daoists, it is a shamanistic view of nature, where nature has actual intent and agency as opposed to the Western conception of nature, which is passive and subject only to human will and climate. In Japan, most Buddhists have taken on the theological concepts of Shintoism or have become Atheists as Japan has become more and more atheist.
In the West, because the cultural references and mythologies of Asia are generally confusing and difficult, "purer" forms of Buddhism tend to prevail among Western converts to Buddhism, but there are also hybrids, such as Jewish Buddhists, who, similar to how Asian forms of Buddhism have grafted gods or divinities of other religions into their Buddhism, have grafted Jewish theology onto Buddhist practice.
