Technically Russia and Canada border in the Arctic, but Canada has the North Pole so maybe Canada. But realistically, these are the two largest countries in the world so it's rather difficult to make a general statement that one is colder then the other.
There are parts of Canada that are colder then parts of Russia and there are parts of Russia that are colder then Canada. But then the same can be said about parts of the USA being colder then parts of Canada (and I'm not just talking about Alaska).

Canada is cold only in the winter. However, Canada is cold because of its northern latitude. The only places in Canada that are cold year round are the northern territories. Summers in southern Canada can be as high as 80 degrees. Fall in Canada is fairly cool. Ignore the stereotype that Canada is freezing cold year round. It only applies to areas near the Arctic Circle or Nunavut.
The Jet Stream is still at it's normal height but is lower in latitude which is giving us a cooler and colder winter than if was higher and allowing warm air to reach more parts of Canada.
There are seasons everywhere in the world including amazon rainforest. It's just that the amazon rainforest doesn't show it but the temperature does change a little in the seasons just like in normal places, the winter in the amazon is a little colder than it is in the summer.
