China is not a democratic country. As long as you have money, you can get almost whatever you want. Elections are infrequent, scattered and often completely pointless and used to elect minor officials or figureheads who have already been elected by members of the local communist party. If you have power, you are able to corrupt judges. One of the most serious problem of China is the lack of a free press. Without a free press the real problems and injustices can not be revealed to the population.

The People's Republic of China can be closely described as a non-democratic state as it is in essentials a Socialist state, although its economy can be said to be getting more liberal and Capitalist.

The Republic of China however, is democratic.

The semi-autonomous Chinese province of Hong Kong is only partially democratic however.

Neither. Republican and Democrat are political parties, not a form of governemnt. We have a representative democracy, with two major parties.
