Iran is a mixed government. The Supreme Council of Ayatollahs, the judiciary branch of the Iranian government, is effectively unlimited. They cannot be held to account for their political views and indiscretions. However, both the executive branch (the President and his officers) and the legislative branch (the Parliament or Majlis), can be held to account, so they are part of a limited government.
Iranian Government is a constitutional republic within an islamic shiite system, allowing a religious supervision of some kind. Since Islam, different from Western Democraties, does not seperate religion and state but puts rules of the Quran, the Hadid etc before the government rule, the western thinking of a government can not be applied as is.

UNLIMITED
Saudi Arabia is an unlimited government. It is an absolute monarchy in which the royal family has no limits on what kinds of actions they can take or impose. There are no internal checks on their authority, nor are there protections behind which Saudis can claim that they have been illegitimately treated. Unlimited Government: A government in which no limits are imposed on the ruler's authority. The leaders don't have to follow the same laws as everyone else.

There is no "true citizen" in Saudi Arabia. A citizen, by definition has a responsibility to the government AND has a role in his own governance. While Saudi citizens certainly have a responsibility to their government, the King of Saudi Arabia has not delegated any authority to his people. Properly understood, the citizens of Saudi Arabia are "Subjects of the King".
