You learn your mother language from your parents which requires almost no skill. Whatever you learn from your parents is then enhanced by your time at school which does require some effort on your part. English is reputedly one of the most difficult languages for non-English speaking people to learn. I have subsequently learned 3 languages, none of which I am especially good at. I have a sufficient grasp of them to get what I want, find out what I want to know, be polite, and carry on a basic conversation. I learned French at school. French has a great many similarities to English, but pronunciations are substantially different. I learned Japanese as an adult. Japanese has almost nothing in common with English, the word order is different, they do not distinguish between present and future tense, do not distinguish gender and they have single words that convey entire concepts. The written language is a nightmare by comparison with the Roman alphabet. More recently, I have learned Russian. There are many similarities between Russian and English. Many words are "Russified" European words. Russian is very gender specific and word endings change accordingly. The Cyrillic alphabet was derived from the Greek alphabet and modified to suit Russian speech. Most of the characters are recognisable from the Roman alphabet, but most have a different sound to what we are used to. From my own experience, the answer is "NO", the second language is never as easy as the first.
