Linux is the kernel from which many operating system distributions stem - Linux Mint, Ubuntu, to name but two. And all are available for download and all for free.

Ubuntu is semi-based on a distribution called Debian, which can best be described as militantly free: it's Debian's official policy that they do not distribute non-free (in the sense of "free speech", not necessarily "free beer," though the first generally implies that someone, somewhere, will give it to you for no charge) software.

You can, if you wish, purchase a commercial distribution (and receive some level of official support). Red Hat is probably the most widely known commercial distribution, but there's also SuSE and several others. You can also download Red Hat for free, but the company doesn't officially support that version (in practice, it's the same software, it's just that if you can't get it to work you don't get to call them and whine about it).

What is cheaper windows operating system or Linux?

This is often highly debated by IT experts. In terms of licensing only, Linux is much less expensive than Windows: Linux is free of cost as the GPL is a license applied to distribution only. Where it gets fuzzy is in Total Cost of Ownership (TCO), some argue Linux is more "expensive" because of training and hardware support, though others argue that for normal users who need to use a few applications those TCO factors are not relevant. In my opinion Windows is much more expensive.

Is Linux less expensive than other operating systems such as Windows?

Linux is free. However, this question can be taken at an angle of total cost of ownership or time cost investment. Since specific versions or distributions are not specified this cannot be answered. Some RedHat versions can be more expensive than some Windows versions. Linux sometimes takes more time to maintain than Windows, so overall it can switch license costs into time costs. If Windows systems take fewer employees to run, then the higher initial license costs can be viewed as necessary and Windows as "less expensive" over time. For a private party on a personal computer, Linux like Ubuntu, can be less expensive to install and operate.

Is Linux part of Unix or it is an advanced version of Unix?

It's neither. Linux is its own family of operating systems. It is modeled after Unix and shares many design goals, but it is not completely inter-operable. Also, to be legally called a "version of Unix", an operating system must go through a rigorous and expensive certification test, which no Linux distro has currently done. No. Linux is not an *anything* Unix.
