By contrast, Tehuipango (Veracruz), Coicoyan de las Flores (Oaxaca), Batopilas (Chihuahua) and Cochoapa el Grande (Guerrero) have the lowest HDI in Mexico, whose level correspond to the quality of life of Madagascar, Haiti, Kenya and Benin.
