It is hard to say really. First there are 3 qualifications of a volcano's activity.

Active: The volcano is erupting or is showing signs of erupting.

Dormant: The volcano is not erupting or showing any activity but should start again.

Extinct: The Volcano has not erupted in the last 10000 or more years, and is not expected to show any active signs in the future.

Olympus Mons is the largest volcano in the Solar System, and is located on Mars. Most scientists believe that the volcano is extinct and will remain extinct for millions of years. Some scientists are now considering the possibility that the volcano is not dead but merely dormant. Proof of this is that there are evidence of ancient lava flows that should have been wiped out my meteorite impact.
