I think grammatically the first option is right. i.e. The people of India and Pakistan or you may call The people of Pakistan and India. Another way is to call Pakistani and Indian People.

But the rulers of Pakistan did not want to give him the opportunity to decide and instead attacked his state, killing hundreds of people and causing extensive damage to property.
