No. In addition to his position as a prophet he was the leader in Medina in the late 620s C.E. He coordinated military positions, regulated a small economy, and oversaw the passage of laws and judgments. In modern parlance, we would likely call his position to be that of a warlord or caudillo, but most Muslims object to this titling because of the negativity those terms carry. Perhaps a more linguistically neutral word that is less precise would be "tribal leader" or "community organizer".

However, this political position was not hereditary, i.e. Muhammad's children would not inherit political rulership from him, so he was not a king as that term is understood to require a hereditary element.

He was the last messenger of Allah (God). He was not a king in the established sense of the word.
