depends on the program you are using. in ms Paint or Photoshop you can do Save As. and pick .gif (compuserve gif its sometimes called) from the file type menu. in Fireworks you can export it as a gif. Saving As likely wont save any animation if you're trying to do that, you'd have to export it as a gif animation(at least in fireworks)
You can use an image viewer like Irfanview to save the image and use the proper image setting to save as a PNG. Or the same with an image editor like GIMP.
