The Philippines uses NTSC as the color encoding standard. All broadcasts intended for viewing in the Philippines will be NTSC.
It is possible that some broadcasters may carry Philippine channels intended to be watched elsewhere. Hong Kong for example may feature Philippine channels but they are very likely to be broadcast in PAL rather than NTSC. If they are satellite services, the signals may be received in Philippines but of course will not be in NTSC format and probably will not received properly.
