Not really. It is a bit tame in content when you compare it to games like The Witcher, and Dragon Age.
There is no age that you HAVE to be to play skyrim, as in you will not be arrested for playing it if you are 14. But you must 15 to buy it in stores. :)
Skyrim is rated 15, not 18.

It has been confirmed it will be MA-15+.
It is rated '15' by the BBFC. It is the 5th installment in the Elder Scrolls series. Unlike the ratings from the ESRB in North America, which are only advisory, the BBFC ratings are enforceable by law, and UK retailers may face hefty fines if they sell to anyone under the age of 15. According to the BBFC the rating is because of the "strong violence" the game contains. It is for a PC but we can be sure it will be the same for both 360 and ps3.
The monsters could scare some younger children
I am assuming you are referring to its esrb rating and if you are its because THE esrb rates thing mainly on what there is in the game for example skyrim has blood and fighting to it gets a mature rating or 18+ and dawngaurd is an expansion so it gets the same rating because its not a dlc about unicorns and rainbows
MA 15+ for mature audiences only
