Partly because Sri Lanka is much smaller and has emphasized policies of universal education and healthcare since the 1970's. It's easier managing and organising programs for smaller populations.

Sri Lanka has also benefited from Chinese aid as well as Indian which has developed its infrastructure. This is not to mention the fact that Sri Lanka opened up to trade a lot earlier than India did.
