No it is not, you probably thinking of Indonesia.
Tahiti is the capital of French Polynesia which is a south pacific group of islands colonized by France. The population is mostly pious; many religions have communities there and they all mostly cohabit well.
The islamic community is small in Polynesia but growing. The first mosque was openned in October 2013 in Tahiti - the news created a polemic from the population, mostly because i think it was a surprise, no introduction happenned. Now when you think that it is a mostly christian country, you cannot forget that it also is an island mindset ...the islamic community there along with the imam should have thought of introducing their community and plans to the population and with the help (or at least knowledge) of the government, the city and the media.
The fear of the unknown and prejudice from far away are what is causing the polemic i think, because Polynesians are generaly peaceful, friendly, welcoming & curious.

No. Israel is a secular country with a Jewish majority.
There are over 50 Islamic countries, so Palestine is certainly not the only Islamic country, but if you are considering Israel and Palestine, yes, Palestine is the Islamic country while Israel is the Jewish country.
No relation at all between an Islamic country and an American system. The country is called Islamic country by having majority of its population as Muslim. An American system is applied in any country, Islamic or non Islamic, if they find it better for their economy and society.
