Kind of. England is one of the four countries in the UK, and in England, there are 83 counties. Within those counties there are cities. So if you compare it to the US, the UK and the US could be considered the countries, the four countires in the UK would be compared to the states we have in the US (ex: Georgia, Florida, New Jersey), their counties, (ex: Cheshire) would be just like the counties we have in the US, and just like the US, there are cities within the counties (ex: Holmes Chapel, Cheshire, England, UK). But if by state you mean a small area within a larger country, then, no it is not a state.

The words State and country are used ambiguously. The UK is considered to be a Sovereign State consisting of countries (England, Scotland, Wales and Northern Ireland). The USA is considered to be a country consisting of States!

It is a unitary state which means it has one central government and is treated as one country (equivalent to France, Spain or Germany in Europe). It Differs from these countries in that it is composed of four constituent countries- England, Wales, Scotland and Northern Ireland which each have distinct national identities even languages. These constituent countries are nations but not independent sovereign states. Scotland has its own parliament and a different legal system to the rest of the UK, Wales and Northern Ireland have types of devolved government called assemblies which are able to create legislation for their respective countries but the central government in London decides how much power each country has to govern itself.

The Other type of state is a Federal State such as the USA and Canada. The USA for example is a sovereign state like the UK but it has a federal government which unites a number of partially self governing states. These states are the closest equivalent to the constituent countries of the United Kingdom.
