Such a thing is entirely up to one's own personal opinion, it's not possible to say who was the best ever leader of anywhere, since they have all had their good and bad points.

Churchill is certainly one of the most famous Prime Ministers of the 20th Century and probably of all time; he was a highly effective and efficient wartime leader who inspired the British nation and made them confident that the Allies would win the war, being a reassuring father figure to whom all looked up to. However, his second term in office in the first half of the 1950s was less effective; like many great wartime leaders, he was less efficient in day-to-day peacetime, although he did lend military support to the US during the Korean War and strengthened Britain's position in NATO. He also had a great dislike of the Welsh people, and was responsible for sending English troops into the Valleys in 1911 to suppress a miner's strike. Churchill was then a Liberal, and serving as Home Secretary- eleven men were shot dead by English troops, and thereafter Churchill always treated Wales with contempt, resulting in him becoming as hated in Wales as Cromwell is in Ireland, even during WW2.

He will always be remembered as having been the 'bulwark of the nation' during the Second World War, which is the greatest crisis Britain had to face since the Norman Invasion, and has secured his place amongst the 'greats'. But as to whether he was the best PM EVER?? That has to be up to an individual to decide!
