It's one of those interesting situations; if the parents say "no" and the kid gets upset, the kid is probably too immature to listen to the parent and SHOULDN't go to the mall with friends. If the parents say no and the kid is understanding and compliant and generally a respetful and obedient child, well... it's up to the parents. In general, it's about emotional maturity. Trust me, the parents know best.
I think most pre-teens should be free to roam the mall with friends as long as they have a cell-phone with which to contact parents in case of any emergency. Of course, it depends on the size and location of the mall. If your parents think it is safe, then go for it.
