Yes, a Roosevelt dime dated 1943 would not be genuine as FDR wouldn't die until 1945 and wouldn't be able to be placed on coinage until then and the Roosevelt dime design wasn't created until 1946. So yes, a 1943 Roosevelt dime is counterfeit, it in no way could be a pattern or test coin because in 1943 they wouldn't be creating the design.
