Well, first, the outer layers are made of a nickel alloy, not silver. The last silver dimes were struck in 1964.
However, what you are describing sounds like a lamination error. That happens when the bond between the outer cladding and the inner copper core comes undone. It can occur either before the coin is struck, or after it leaves the mint. Lamination errors in a clad dime can be worth about $6 at retail.
Stardust Dragon comes in all rarities except plain Rare (silver lettering) and Common.

You are describing the "mercury dime". The portrait is actually Miss Liberty, but the liberty cap she's wearing makes her look like the god Mercury, hence the coin's nickname. They aren't rare at all, in circulated condition. It's probably only worth about a dollar. If it's uncirculated still no more than $10 or so. All dimes before 1965 are worth about a dollar right now for the silver content.
Very rare you have a 1/8000 chance to find one i found a shiny zubat also at the lake of rage a gyrados is there and its already shiny.
Most likely (with the exception of a few errors and rare die varieties) the rarest dime is the 1894-S dime with only 24 made.
There is a 1921 dime that is estimated to only have 400 left.
If circulated, a 1945 dime is only worth about $2 in silver scrap. If uncirculated it is worth about $3 or so. 1945 dimes aren't rare but are 90% silver.
One of the rarest is the 1894-S Barber dime, with only nine known specimens.

1942 is a very common date Mercury dime most are worth about a dollar just for the silver. But it could be worth something since that was around/during WWII.
A 1964 dime is not rare enough to be of interest to collectors, so it is worth the value of the silver contained in it. Silver dimes only contain 0.07234 ounce of silver, which was about 80 cents worth of silver at the time this answer was made. If you take it to a dealer at this time, you would have been offered 65-70 cents for it. The price of silver is increasing and is likely greater now. See the related link below for the current value of a 1964 dime.
1942 is not a rare date for Mercury dimes. In circulated condition, it has about 75 cents worth of silver in it. A nice uncirculated one is worth about $5
The value of a 1902 silver dime depends on its condition, where it was minted, how rare the coin is, and other factors. Some are around $30.00, but others are worth a great deal more. To get an accurate appraisal it should be taken to a coin collector.
