1996 was first year for OBDII on Lincoln Town Car. 1995 had OBD1, which was not the same, and whose connection was under the hood. An OBDII reader does not work on OBDI.
all cars 1995 and older have an ODB1 or ODB0, All cars 1996 and newer have ODB2. Unless the car has had a motor swap it should have an OBD1 ecu.

i believe you need a computer that can hook up to the car for that, if not, check the manual
This morning my car is doing the same thing. Plus it feels like my car wants to die but it doesnt die.
Yes, on your car which is OBD1 compliant, just disconnect the battery for 15 minutes. The ECU will reset. This will not work on most 1996 OBD2 and newer vehicles but will work on a 1995.
