No. 2v just stands for 2 venturi, or two barrel carb. However, if you want to put a 4v manifold on a 2v Cleveland without switching to the 4v cylinder heads, the intake runner mismatch won't really be a problem. Or you might be able to find an aftermarket manifold that will match up.
No, the last year of the 5.0 pushrod engine in Ford Mustangs was 1995. All Mustang GTs after that year (at least until 2010+) have 4.6 liter 2v SOHC engines. Cobra models (as well as the 03-04 Mach 1) have 4.6 liter engines as well, but they are 4v DOHC versions.

The 5th character in the VIN # is a letter designating the engine size. If its an A its a 460-4V. C designates a 460-4V Police Interceptor. H is a 351 -2V & S denotes a 400-2V. Visually the 460s have valve covers which are flat and level with the fenders while 351s & 400s have valve covers that slope downwards slightly from the center of the engine.
