Unfortunately yes. Technology progresses at such a rapid rate that the current standard still pixel picture on the low=end would be a minimum of 2.0 possibly even higher.
For a comparison of quality most standard Smartphones such as the iPhone, blackberry and droid have a 1.3x megapixel or (mp) camera standard in some cases even more then that. Cameras are usually a minimum of 4x that quality where camcorders are usually at least double (because the taking pictures function is secondary to filming video.)

If you have a new High Def camcorder, you will not be able to do webcast because the image to be processed is too high in quality and would take a long time for computer to process it. A regular mini DV camcorder would actually work great.
Each manufacturer has their own algorithms of controlling the image quality. But as a general rule you have a number of setting controlling jpg quality. It's still irrelevant of all the subjective qualities of the image - this only refers to the compression/de-noising/sharpenning ratios.

Camcorder for sure. iPads sure do have nice cameras but they have limits. First of all it is larger and heavy. It also uses digital zoom which only makes the pixels larger instead of the actual image.

You can retain 100% quality only with vector graphic. When resizing pixels you can never retain 100% quality, some pixels will be added or deleted depend on type of resizing: downsampling (make image smaller) or upsampling (make image larger).
