There are three things that can slow down a chemical reaction. You can have an inhibitor, something that is used to decrease the rate of a reaction, you can decrease the temp. making it colder, and decreasing the surface area (it takes longer for something to dissolve like a whole sugar cube, when it takes only a matter or seconds for a spoon full of sugar to dissolve). The observation that a solid is dissolving in water is qualitative in nature. If you wanted to make this a quantitative observation you would have to measure the quantities involved. For example, I placed 5 grams of NaCl in a beaker of 100 ml of water at a temperature of 20o Celcius, and did not stir, and it dissolved in 30 seconds. You may or may not need that information. If all you want to know is whether salt is soluble in water, the qualitative observation may suit your purposes. But in general, quantitative observations are more informative and lead to greater scientific insights.

However, how long it takes for a reaction of occur completely depends on the type of reaction it is -- what the order of the reaction is. A first or second order reaction reaction will occur much faster earlier on, but slows down significantly once the reactants are depleted. The rate of a zero order reaction is constants regardless of the concentration of the reactants.

Catalysts allow chemical changes to occur much more rapidly. Reactions that usually take years can happen before your eyes in seconds. From my understanding there is no 100% agreed upon reason for how they do this. There are a number of widely regarded theories though.

Depends on a lot of factors. Perception to finger movement is somewhere in the ballpark of .215 seconds "average". Average range is something like .14 to .33 seconds. Reaction times as low as .1 seconds are likely possible but hard to measure consistently. Reaction times below .12 seconds would make you part of an elite minority.
