Commander is only a rank, but yes a commander can be the captain of a ship. However, officers of other ranks can also be the captain of a ship. Vice Versa: A commander could also be a pilot or staff officer or pretty much any other occupation.

Definately, a Sergeant is a NCO (Non commissioned officer) whereas a Captain is in the middle of the Officer ranks.

All Navy Commanders are officers, not all officers are Navy Commanders.

All Commanding officer are officers, not all officers are commanding officers.
